创新成就深圳大运会不一样的精彩

　　“创新是深圳发展的魂和根，在大运会举办上也不例外。”7月22日，深圳第26届世界大学生夏季运动会组委会副主席兼秘书长、深圳市政府市长许勤在***新闻办公室新闻发布会上向中外媒体介绍大运会筹备情况。许勤说，深圳是一座创新的城市，深圳的诞生本身就是创新的产物，这也决定了深圳大运会必然追求“从这里开始，不一样的精彩”。

　　创新开幕式简约不简单

　　距离深圳大运会正式开幕还有21天，世界都把目光投向深圳，期待那不一样的开幕式。许勤透露，深圳大运会开幕式和此前大家经历的其他大型赛会开幕式有着完全不同的风格，大运会开幕式强调回归仪式，强调回归体育，并着力体现简约、绿色、低碳、活力的特点。具体说就是不放烟花，不请明星大腕，运动员是主角，大学生是主角。并突出运动员、观众和演员的互动。许勤说：“大家问我开幕式精不精彩，我告诉大家开幕式很特别，简约而不简单。

　　办大运驱动社会管理创新

　　为了减少扰民，深圳大运会决定不实行单双号限行，许勤认为，由市民自愿报名，向交警部门申报，在大运会期间全程停用、阶段停用或者单双号停用车辆，把绿色出行的选择权交给市民。这种形式在保障大运交通的同时，尊重了市民的意愿，对深圳正在推进的社会管理创新，对鼓励市民和有关组织参与社会共建、城市共建、绿色共建、文明共建，有着积极意义。

　　目前，“绿色出行”成了近期深圳的热议话题。有关部门首批共印制了荣誉车贴40万张及宣传单100万份。。62家行业协会、企业、媒体响应倡议，开展“绿飘带”行动，停用少用车辆。中学生发出倡议，呼吁家长停用少用。企业组织、党政机关纷纷集体申报。截至7月19日上午，活动开展短短4天共有41851辆车向交警部门申报停驶。

　　创新办会就是要节俭办会

　　创新并不意味着花钱。许勤说，深圳坚持在节俭办会的基础上进行创新，比如大运会火炬传递第一次推出网络虚拟传递，自5月10日启动至7月21日晚上8点，总参与人数已达629万人，实名注册虚拟火炬手77万名，活动参与主体覆盖了90%以上的中国国内高校，还有1000余所海外高校参与，实现了低碳、绿色火炬传递，节约了大会人力、物力。再比如场馆建设，在满足大运会标准的前提下，场馆建设和设施设备力求低碳、环保、节俭，坚持“能改不建、能修不换、能租不买、能借不租”的原则，充分兼顾赛时需要和赛后长期使用。尤其是大运村占地面积49.2万平方米、建筑面积 47.8万平方米，位于龙岗中心区，赛后将作为深圳信息职业技术学院新校区的组成部分。

　　“三创合一”提升“深圳质量”

　　许勤表示，办赛事更要办城市，今年“十二五”规划开局之年，深圳将借助大运会努力实现创新、创业、创意三者互动发展，以“三创合一”推动创造“深圳质量”，实现更高水平的发展，使深圳这座改革开放的先锋城市更具魅力。

　　在创新方面，深圳把推进自主创新作为调整产业结构、加快转变经济发展方式的中心环节，全面推进国家创新型城市建设，大力实施自主创新主导战略，着力提升核心技术自主创新能力，进一步巩固提升自主创新优势，加快把深圳打造成核心技术自主创新城市。深圳的目标是，到2015年，全社会研发投入占全市GDP的比重达到4%，高技术产业增加值占全市生产总值的比重达到35%，科技进步贡献率高于60%，发明专利年授权量超过1.2万件，率先建成创新体系健全、创新要素集聚、创新效率高、经济社会效益好、辐射引领作用强的国家创新型城市。

　　在创业方面，深圳有任正非、马化腾、王石等一大批企业家圆梦深圳的创业故事，将会在新的历史时期演绎出更精彩的版本。许勤说，深圳有很好的区域金融中心，在深圳的存贷款余额有4万亿，在深圳活跃的VC和PE总控制的资金量占全国的1/3。深圳及其周边产业配套的环境可以说是最好的。这些，都为创业者营造了良好的氛围。深圳将大力弘扬鼓励创业、宽容失败、追求卓越的创业文化，营造激发创业热情和创新活力的创业氛围，集聚敢于创业、敏于创业、善于创业的创业人才，提供规范、高效、优质的创业服务，把深圳打造成具有一流创业土壤、创业环境的最适宜创业的城市。

　　在创意方面，深圳是联合国教科文组织授予的“设计之都”，深圳设计师几乎获得过世界所有顶级设计赛事和国际展的奖项。深圳市罗湖区怡景路的国家级动漫画产业基地，截至2010年底，入驻园区的80家原创动漫企业获得国家广电总局审批的原创作品数位居全国首位。未来，我们将紧紧围绕创意产业链的“交易平台、产权保护和受众”三大要素，着力打造一条成熟完整的创意产业链条；加大知识产权保护力度，营造健全的创意生态；增强城市的文化包容性，大力吸引和留住创意人才，把深圳打造成世界级的创意城市。

　　中国代表团奖牌目标“保三争一”

　　深圳世界大运会组委会副主席、教育部副部长郝平也出席了今日的新闻发布会，他表示：“本届大运会中，中国大学生体育代表团运动成绩的目标是奖牌保三争一。”据悉，本届大运会设24个大项、306个小项。中国大学生体育代表团将参加24个大项的283个小项比赛。运动员505人，分别来自26个省、自治区、直辖市的110所高校，代表团总人数为804人。从目前组队情况来看，中国大学生体育代表团在本届运动会中，仍然在以下项目上保持优势：女足、女排、乒乓球、羽毛球、射击、国际象棋、体操、跳水、举重、射箭、柔道和跆拳道。

　　深圳世界大运会组委会副主席、国家体育总局副局长杨树安在新闻发布会上称，深圳大运会是中国第二次举办夏季世界大运会，这对于在高校学生和青年中开展体育教育、宣传奥林匹克精神具有积极的促进作用。目前，据国际大体联相关规定及深圳大运会竞赛组织工作的实际需要，体育总局选派了业务骨干担任大运会各项目竞赛主任，全职参与组织和指挥各项竞赛工作。体育总局信息中心承担了深圳大运会竞赛信息技术系统的开发、建设和运行，并提供全方位信息技术服务。

Shenzhen Universiade makes a difference with innovation

"Innovation is the soul and root for Shenzhen, and the Shenzhen Universiade is no exception," Shenzhen Mayor Xu Qin, who is also the vice chairman and secretary general of the Organizing Committee of the 26th Summer Universiade, said at a State Council press conference on the 26th Summer Universiade today. Xu Qin said that as an innovative city and as a product of innovation, Shenzhen would certainly take a quite different approach to the organization of the Games.

Opening ceremony: thrifty but colorful
With the Shenzhen Universiade coming in 21 days, Xu Qin revealed that the opening ceremony would be different from that of other large-scale games. It would focus more on the ceremonial side and the sports side. It would highlight economy, low-carbon, vigor and green space. No fireworks would be fired and no huge stars would be invited to the ceremony. The stars at the opening ceremony would be the university athletes. There would be frequent interactions among athletes, audiences and performers. Xu Qin said: "People asked me how the opening ceremony would be. My answer is: the opening ceremony will be special. It will be thrifty but colorful."

Innovative social management
To avoid disturbing the public, Shenzhen will not forcibly restrict vehicles on alternate days according to odd and even numbers. Instead, the choice will be left to the motorists, who will make the decision of reducing the use of cars or avoid driving by themselves. While relieving traffic pressure during the Universiade, this method respects citizens" wishes. It is significant to the social management innovation that is going on in Shenzhen. It will also encourage citizens to participate in urban affairs.
Now "green travel" has become a hot topic in Shenzhen. A total of 400,000 green labels and 1 million brochures have been printed for the "green ribbon" project, which has won the support of 62 associations, enterprises and media organizations. Students are calling on their parents to reduce the use of cars during the Universiade. Enterprises and government departments are participating in the project in groups. A total of 41,851 drivers have applied for non-driving within four days after the launch of the project.

Thrifty games
Innovation does not mean extravagancy. Xu Qin said that Shenzhen had been thrifty in organizing the games. For example, the Shenzhen Universiade was the first one to relay torch online. The online torch relay started in May 10, and as of 8 p.m. July 21, the number of participants reached 6.29 million, with 770,000 netizens participating with their real names. About 90 percent of the domestic universities and more than 1,000 overseas universities participated in the virtual torch relay. The online torch relay saves man power as well as resources. While preparing venues and facilities for the Universiade, we also tried to be environmental-friendly and thrifty. When designing venues, the requirements of competitions and after-match use of venues have both been taken into full consideration. New venues were built only when it was necessary. The Univsiade Village, which covers 492,000 square meters of land and occupies a floor area of 478,000 square meters, will form the new campus of Shenzhen Institute of Information Technology.

Innovation, entrepreneurship, creativity
Xu Qin said that Shenzhen was trying to build a better city through hosting the Universiade. This year marked the beginning year of the 12th Five-Year Plan, and Shenzhen would take the Universiade as a good chance to promote innovation, entrepreneurship and creativity. The combined development of the three aspects would help improve Shenzhen"s quality of growth and further enhance charms of Shenzhen, the pioneering city for reform and opening-up.
Innovation is at the center for upgrading industrial structure and changing the mode of growth in Shenzhen. The city is pushing ahead the construction of a national innovative city, carrying out the strategy of independent innovation, improving the capability of developing core technologies, consolidating its strength in independent innovation, and speeding up the process of building Shenzhen into an innovative city strong in self-developed core technologies. Shenzhen has set up the following targets for 2015: investment on research and development will account for 4 percent of its GDP; added value of the high-tech industry will account for 35 percent of the city"s GDP; the technological development will contribute to 60 percent of the GDP; the annual invention patent authorizations will reach 12,000. The city will become a national innovative city with a complete innovation system, ample innovation elements, high efficiency and a leading role.

Shenzhen witnessed the success of a large group of successful entrepreneurs such as Ren Zhengfei, Ma Huateng and Wang Shi. Their success stories would be repeated in the new era, said Xu Qin. Shenzhen is a well-developed regional financial center, the deposit and loan balance in Shenzhen has reached 4 trillion yuan. Shenzhen-based VC and PE controll one third of the nation"s capital. Shenzhen and its surrounding areas have the most complete industrial chains in the nation. These provide an excellent environment for entrepreneurs. Shenzhen will promote a culture of tolerance and excellence, create an environment that encourages entrepreneurship, and attract brave and clever people to start businesses here. Shenzhen will also provide standard, efficient and qualified services for would-be entrepreneurs, aiming to make Shenzhen a city with the best environment for starting a business.

Shenzhen is a "City of Design" acknowledged by UNESCO. Shenzhen designers have won almost all the top international design awards. The Yijing National Cartoon & Animation Industry Base has 80 cartoon companies, and the number of original products they made tops the nation. In the future Shenzhen will make a complete industrial chain for creative industry, focusing on the three elements of "exchange platform, IPR protection and audiences." Shenzhen will strengthen IPR protection, so as to crate a healthy industrial environment. Shenzhen will increase the cultural diversity of the nation and attract more creative talents. The target is to make Shenzhen a world-class creative city.

Target of Chinese delegation

Hao Ping, vice chairman of the Organizing Committee of the Shenzhen Universiade and vice minister of education, attended today"s press conference. He said: "The Chinese delegation targets the place of No.1 – No. 3 on the medal list at this Universiade."
 This Universiade will involve 24 sports with 306 events. The Chinese delegation will participate in 283 events. The number of athletes is 505, who are selected from 110 universities from 26 provinces, autonomous regions and municipalities. The Chinese delegation has 804 people in total. The Chinese delegation is expected to be strong in the following competitions: Women"s soccer, women"s volleyball, ping-pong, badminton, shooting, chess, gymnastics, diving, weight-lifting, archery, judo and taekwondo.

Yang Shu"an, deputy director general of General Administration of Sport, said that The Shenzhen Universiade was the second summer Universiade held in China. It will greatly help the sports education and the promotion of Olympic spirit at universities and among youngsters. According to relevant regulations by FISU and requirements of the Universiade, the General Administration of Sport has sent staff to work as competition managers of this Universiade. The Information Center of the General Administration of Sport is responsible for the development, construction and maintenance of the competition information system.
