  Chapter 1 General Principles

  Article 1 With a view to building a team of youth high skill talents who possess international perspective and master advanced, precise and cutting-edge technologies, further optimizing the structure of skill talents in the city, building the advantage of skill talents with international competitiveness, and facilitating and promoting the economic transformation and the optimization and upgrading of industrial structure in Shenzhen, the Measures are hereby formulated in accordance with Several Measures of the CPC Shenzhen Municipal Committee and the Shenzhen Municipal Government on Promoting the Prioritized Development of Talents (Shen Fa [2016] No.9).

  Article 2 “Skill talents” refer to the high skill talents who work in the frontline of production, technology, and research and development in the areas of strategic emerging industries, future industries, modern service industries, and advantageous traditional industries, who can achieve alignment with internationally advanced technology and technique, who possess international perspective and creative thinking, and who possess the ability to keep innovating and developing.

  Article 3 In the selection of “skill elite”, the principles of stressing on both integrity and ability, selecting the best from the best, and retaining openness and transparency shall be adhered to. Professionalism and development potential shall be stressed.

  Article 4 “Skill elites” shall be selected once a year. No more than 30 elites shall be selected each time. Where a person has been selected as “skill elite”, the person shall not participate in the selection again.

  Article 5 The municipal human resources and social security department shall be responsible for the organization, management, guidance and supervision of the selection and subsidization of “skill elites”.

  Article 6 The municipal financial department and human resources and social security department shall be responsible for the work on the supervision and inspection of the management and use of the funds for “skill elite” subsidization.

  Chapter 2 Selection Conditions

  Article 7 A person who works on a technical skill position in the front line of production and service in Shenzhen for over two years, whose age, under general circumstances, is not older than 35 years old, who possesses good professional ethics and professionalism, who possesses higher technical skill level and cultivation potential, and who has achieved one of the following performances within the recent five years may participate in the selection of “skill elite”:

  A. Where a person has won the honorary skill title of and above provincial level.

  B. Where a person has won the titles of “Shenzhen Municipal Skill Pacesetter”, “Shenzhen Star of Craftsmen”, and “Shenzhen Municipal Skill Expert”.

  C. Where a person has been identified as high level talent of the city by municipal human resources and social security department.

  D. Where a person has won scientific and technological award of and above municipal level or possessed one or more invention patent which produces larger economic or social benefits.

  E. Where a person has competed in the World Skills Competition or been selected into the national team of the competition.

  F. Where a person has instructed competitors to win the Medallion for Excellence of the World Skills Competition or above, the top five of the state Class I competition, and the top three of the state Class II competition.

  G. Where a person possesses higher skills and has made important contribution in carrying out the activities of technical innovation and transformation that produce larger economic or social benefits.

  Article 8 Where there is one of the following situations, a person shall not participate in the selection of “skill elite”:

  A. Where a person has criminal record.

  B. Where a person is under investigation because of intellectual property right infringement or suspected intellectual property right infringement.

  C. Where a person has other conducts seriously violating laws, regulations or professional ethics that cause baneful influence to work and the society.

  Chapter 3 Selection Procedure

  Article 9 The selection of “skill elite” is mainly applied for through the recommendation of industry associations and through enterprise recommendation, professional recommendation, and independent application by individuals.

  An industry association may carry out selection among member units on the basis of selection conditions and choose the best to recommend the candidates of “skill elite” to municipal human resources and social security departments. The number of candidates shall be no more than five. An enterprise may select the best and directly recommend one candidate to municipal human resources and social security department within their own unit on the basis of selection conditions. An individual that meets relevant conditions may directly apply to the municipal human resources and social security department for participating in selection through the recommendation of professionals or personal independent application.

  Article 10 When participating in the selection of “skill elite”, a person shall submit the following materials to municipal human resources and social security department:

  A. Application Form of the Shenzhen Municipal “Skill Elite” Selection (See Appendix 1);

  B. The materials on the meritorious deeds of the applicant;

  C. Where such deeds involve vocational qualification certificate, invention patent, commendation and award, and technical results, relevant certification materials shall be submitted.

  Where a candidate is recommended by industry association or enterprise, an industry association or an enterprise shall write and sign recommendation opinion on the Application Form of the Shenzhen Municipal “Skill Elite” Selection. Where a candidate is recommended by professionals, two or more senior technicians or high level talents shall write and sign recommendation opinion on the Application Form of the Shenzhen Municipal “Skill Elite” Selection. Where a candidate applies independently, the person may directly submit the Application Form of the Shenzhen Municipal “Skill Elite” Selection.

  Article 11 The municipal human resources and social security department shall accept and handle recommendation and application materials in a unified manner. Qualification examination will be made on the applicants. Where an applicant meets relevant conditions, the person will be submitted to the Evaluation Committee for deliberation. Where an applicant does not meet relevant conditions, the person will be notified of the situation.

  Article 12 The municipal human resources and social security department establishes the Evaluation Committee for “Skill Elite” Selection. It shall be composed of the several types of personnel of senior technicians, personnel with professional skills holding title of senior technical post, industry experts and scholars, enterprise senior management members, and high level talents of the city in relevant industries. The number of committee members shall be no less than nine.

  The Evaluation Committee shall carry out an open vote, taking into consideration the industrial development conditions of the city. The first 30 who have won higher number of votes among the persons who have won over one third of the votes, ranked according to the number of votes, shall be selected as recommended selectees. When the number of persons who have won over one third of the votes is less than 30, those who have won over one third of the votes shall be determined as recommended selectees directly.

  Article 13 Where any of the following situations occurs to a member of the Evaluation Committee, such member shall avoid:

  A. Where the member is a selection candidate;

  B. Where the member has directly relative relationship with a selection candidate;

  C. Where a member has other relationship with a selection candidate that might influence fair selection.

  Article 14 The municipal human resources and social security department establishes and organizes the Supervision Committee of the “Skill Elite” Selection which shall be responsible for supervising the whole selection process. The representatives of the CPC municipal committee, the representatives of the municipal people’s congress, and the members of the CPPCC municipal committee shall be invited to be the member of the Supervision Committee. The number of committee members shall be no less than five.

  Article 15 The municipal human resources and social security department shall organize the inspection on the recommended selectees of “skill elite”. The list of candidates shall be reviewed and determined with their work performance at frontline posts taken into consideration.

  Article 16 The municipal human resources and social security department shall publish to the society public notifications on the list of candidates of “skill elite” and their main work performances or meritorious deeds on its official website within three months from the expiration date of application submission. The period of public notification shall be five working days.

  Article 17 If anyone has disputes on the candidates in public notification within the period of public notification, the person shall submit written materials under real name. Where the disputed matter is true upon investigation and verification, the selection qualification of the disputed candidate shall be cancelled.

  Article 18, The municipal human resources and social security department shall approve and determine the “skill elites” selected through issuing an official document and then issue them certificates.

  Chapter 4 Project Subsidization

  Article 19 The financial organs shall arrange and allocate special funds each year to fund skill upgrading projects for “skill elites” to go abroad (or overseas) to have skill and craft study and training, make communication on skill and craft, and participate in international skill competitions.

  Article 20 Funding shall be provided to “skill elites” on the basis of project. It shall be divided into then two forms of individual funding and uniform funding. Namely, an individual “skill elite” may independently apply for and implement funding project. Or the municipal human resources and social security department may entrust specialist agencies to organize and implement funding projects in a uniform manner.

  Article 21 The main uses of the money from the “skill elite” funding includes the expenses for the applicant to go abroad (or overseas), such as skill study and training expenses, travel expenses, competition expenses, meeting expenses, and admission expenses.

  Article 22 A “skill elite” may apply for funding within one year after the approval of the title and complete the funding project. Each person may apply for no more than five funding projects and the total of the funds shall be no more than RMB 200,000 yuan.

  Article 23 The projects in the application for the “skill elite” funding shall be the study and training, communication and competition of skill and craft abroad (or overseas) closely related to the profession of an individual.

  Article 24 Individual funding is implemented as ex post funding. The applicant shall submit an application to the municipal human resource and social security department within 30 days after the completion of a project. And the person shall fill in the Application Form for the Individual Funding of the “Skill Elite” of the Shenzhen Municipality (See Appendix 2) and submit the following materials.

  A. Relevant documents provided by the organizing party of study and training, communication and competition, such as registration receipt, invitation letter, notice and schedule.

  B. The applicant’s entry and exit certificates, such as passport and laissez-passer, of the destination country (or region) to which the person has travelled.

  C. Relevant vouchers or certifications for expenses for training, travel, competition, meeting, admission and transportation.

  D. Project summary report, including itinerary arrangement, main content and project result, and relevant materials.

  The amount of funding is at the standard of RMB 1,900 yuan per day. It shall be calculated according to actual days that the applicant has participated in the study and training, communication and competition of skill and craft.

  The transportation expenses to the destination and back shall be funded separately. Such expenses shall be calculated at the standard of economy class by air, ordinary class (hard seat/hard sleeper) by train, second class by high speed train, second class soft seat by all soft seat train, and third class by passenger liner. Where other means of transportation is selected, the expenses shall be calculated at the standard of RMB 80 yuan per day on the basis of the actual distance and the number of days.

  The municipal human resources and social security department shall examine and verify the materials submitted by an applicant. Where the materials pass examination and verification, corresponding funds shall be transferred to the person’s personal bank account.

  Article 25 Where uniform funding is applied for, the Application Form for the Uniform Funding of the “Skill Elite” of the Shenzhen Municipality shall be submitted to the municipal human resources and social security department within 120 days from the date of the start of the project to be applied for (See Appendix 3). The municipal human resources and social security department shall decide on whether to carry out uniform funding projects, considering the specialized field in the application and the number of people gathered under the project. And it shall tell the applicant the result as feedback within 30 days from the date of the start of the project to be applied for.

  The municipal human resources and social security department shall entrust specialist agencies to organize and implement uniform funding project. Relevant standard of individual funding project shall be taken as main reference. The total amount of the funding shall not exceed RMB 200,000 yuan per person.

  Where an individual participates in uniform funding project, the funds will be paid by the municipal human resources and social security department in unity to entrusted specialist agencies. The paid amount will be used to deduct the amount of individual funding. Where the remaining individual funding is insufficient for the deduction, the individual shall pay the difference in advance.

  Article 26, After a “skill elite” has completed an individual or uniform funding project, the person shall hold one or more public-interest technology lecture related to funded project within a year.

  Chapter 5 Supervision

  Article 27 Where there is any of the following situations after a person has won the title of “skill elite”, the title of “skill elite” and the qualification to apply for funding shall be cancelled if the situation is true upon investigation and verification.

  A. Where the person is subject to criminal penalty;

  B. Where the person infringes intellectual property right;

  C. Where the person has other conducts seriously violating laws, regulations or professional ethics that cause baneful influence to work and the society.

  Article 28 Where a unit or an individual practices fraud and obtains the money in project funding by fraud or through illegal exchange, the money obtained by fraud or through illegal exchange shall be taken back in accordance with the Regulations on the Punishment and Sanction against the Conducts in Violation of the Law in the Financial Area. And records thereon shall be made in the credit information system of the municipality. Where anyone is suspected of committing a crime, such person shall be transferred to judicial organs to punish in accordance with the law.

  Chapter 6 Supplementary Provisions

  Article 29 The Measures shall take effect on October 25th, 2016 and it shall remain valid for five years.
