  一、竞赛主办单位:广州市增城区城乡规划编制研究中心

  本次竞赛主办单位为广州市增城区城乡规划编制研究中心,项目竞赛主办单位委托广东元正招标采购有限公司(以下简称“竞赛组织代理单位”)负责协助组织本次竞赛活动。

  TheInternational Competition for Tourism Conceptual Planning and Urban Design of Paitan Town, Zengcheng District (hereinafter referred to as “the Competition”) is organized by Urban and Rural Planning Research Center of Zengcheng District, Guangzhou (hereinafter referred to as “the Organizer”) and implemented by Guangdong Yuanzheng Bidding & Purchase Co., Ltd. (hereinafter referred to as “the Organizing Agent”) commissioned by the Organizer.

  三、项目背景

  III. Project Context

  派潭镇位于广州市增城区北部,有着优美的山水环境、优质的温泉等旅游资源,是展现增城山水旅游与康养休闲特质的典型地区,汇集着浓郁、鲜明的人文资源。但在发展过程中,遇到了目标定位与实现路径的矛盾、短期利益与长远发展的矛盾、旅游开发与资源保护的矛盾,面临发展困境。通过搭建国际一流设计竞赛平台,面向国内外知名设计机构和设计大师征集增城区派潭镇旅游概念性规划与城市设计方案,科学合理制定派潭镇旅游度假区的发展定位、空间布局和规模结构,提升旅游功能和业态构成,明晰旅游及周边相关产业发展的可实施和可持续路径。同时,优化旅游产品的提升、转型和布局,切实解决现有存在的发展问题,打造具有增城特色的高品质整体风貌和景观环境。

  Paitan Town, nestled in the north of Zengcheng District, Guangzhou, is blessed with splendid natural landscape and premium hot springs. Typical of the health, leisure and landscape tourism features of Zengcheng, Paitan boasts strong, distinctive cultural resources. Despite these advantages, the town now finds itself in a development dilemma, where it is challenged by contradictions between development positioning and implementation path, between short-term interests and long-term growth, and between tourism development and resource protection. By building a world-class platform for international design competition, the town intends to solicit tourism conceptual planning and urban design proposals from prestigious design organizations and masters at home and abroad. The proposals are expected to rationally define the development positioning, spatial layout, and scale structure of Paitan Town Tourism Resort, upgrade its tourism function and trade mix, and identify a workable and sustainable path for the development of tourism in the Resort and surrounding related industries. In the meantime, they shall optimize the transformation and layout of tourism products, effectively address existing development problems, and give shape to a high-quality overall scene and landscape environment with Zengcheng characteristics.

  四、竞赛内容

  IV. Competition Contents

  本次竞赛内容分为全域旅游专项规划研究、研究范围开展发展战略研究、规划范围开展结构规划编制和重点地区编制城市设计四个层次。

  The Competition will be implemented at four levels: (I) Research on all-for-one tourism planning; (II) Research on development strategy within the research scope; (III) Structural planning within the planning scope; (IV) Urban design of the key area.

  (一)全域旅游专项规划研究

  (I) Research on all-for-one tourism planning

  以派潭镇镇域为研究范围,开展旅游专项规划研究,包含但不限于案例研究、竞合分析、旅游产业策划、旅游产业布局等,科学合理制定派潭镇旅游度假区的发展定位、空间布局和规模结构等。

  With the administrative region of Paitan Town as the research scope, carry out research on special tourism planning, including but not limited to case study, competition and cooperation analysis, tourism industry planning, tourism industry layout, etc., and reasonably define the development positioning, spatial layout and scale structure of Paitan Town Tourism Resort.

  (二)研究范围开展发展战略研究

  (II) Research on development strategy within the research scope

  以达开北路以西,七境村以北的派潭镇镇域内用地为研究范围,约88平方公里(见***一)。在本区域各类自然资源、人文历史资源、现状发展程度的基础上,明确研究范围及周边山水生态环境保护和建设目标,提出生态保护模式,及开发建设生态管制策略,明确生态保护空间,提出合理的生态建设发展策略,

  With the 88 square kilometers of land in the administrative region of Paitan Town west of Dakai Bei Lu and north of Qijing Village as the research scope (see Appendix I), review available natural resources, cultural and historical heritage and existing development degree of the area and, based on them, clarify the ecological conservation and construction objectives of the research area and its surroundings. Specifically, define ecological protection space and put forward ecological conservation mode, ecological control strategy for development and construction, as well as reasonable ecological conservation and development strategy.

  (三)规划范围开展结构规划编制

  (III) Structural planning within the planning scope

  以达开北路与白水寨大道围合部分以及道路两侧为规划范围,约23平方公里(见***一)。充分开展规划范围内的区域本底分析、空间结构与开发边界、生态景观系统规划、空间形态和建筑风貌、交通设施、乡村振兴规划等研究,对其周边交通、市政、配套服务设施等进行统筹规划,系统研究本规划范围内各地块的功能定位、建设内容和整体布局,包括综合交通组织及相关地块旧城改造方案,实现本片区整体城市功能优化与环境提升。

  With the 23 square kilometers of area enclosed by Dakai Bei Lu and Baishuizhai Dadao and on both sides of the roads as the planning scope (see Appendix I), conduct research on regional context, spatial structure and development boundary, ecological landscape system planning, spatial form and architectural scene, transport facilities and rural revitalization planning, take a balanced approach to surrounding transportation, municipal facilities and supporting service facilities, and systematically study the functional positioning, construction content and overall layout of various plots (including integrated traffic organization and old city reconstruction scheme of relevant plots) within the planning scope, so as to elevate the overall urban functions and environment of this area.

  (四)重点地区编制城市设计

  (IV) Urban design of the key area

  重点地区范围约为3-5平方公里的集中建设地区。在空间整合梳理的基础上,进一步提炼重点区域的发展定位,明确重点区域未来的发展方向与主导产业内容。整合各功能要素与公共空间体系,统筹协调重点区域内各功能组团的空间关系,提出片区内部用地布局方案与初步空间形态方案,确定并综合协调区域内各类城市公共服务设施布局要求,提出针对性的更新改造方案与实施路径。

  The key area is a centralized development area of about 3 to 5 square kilometers. Based on spatial integration and review, it is required to further refine the development positioning of the key area and clarify its future development direction and leading industries; integrate functional elements and public space system, coordinate the spatial relations between functional clusters in the key area, and put forward layout scheme and preliminary spatial form scheme for plots within the area; determine the layout requirements of various urban public service facilities in the area in a coordinated manner, and put forward targeted renewal or transformation scheme and implementation path.

  五、竞赛规则

  V. Rules

  (1)本次竞赛采用公开竞赛的方式,公开接受符合参赛资格条件的设计单位(或联合体)的参赛申请。

  (1) The Competition is open to all eligible design organizations (or consortia).

  (2)符合参赛资格条件的设计单位(或联合体)报名成功并待主办单位确定后,由主办单位通知直接进入初步方案竞赛环节,开展初步方案编制工作(约30天)。

  (2) Eligible design organizations (or consortia), after their application is accepted and confirmed by the Organizer, will directly enter the stage of preliminary design competition upon the Organizer’s notice and prepare the preliminary design proposal (about 30 days).

  (3)专家评审委员对提交的所有设计方案进行技术审查,在通过技术审查的方案中,投票选出6个优胜方案,优胜方案的设计单位(或联合体)均可获得人民币20万元(含税)补偿费,其余设计单位(或联合体)不获得相关补偿费。

  (3) The expert panel will conduct technical evaluation on all the submitted design proposals and shortlist six winning proposals by vote among the technically approved ones. The design organizations (or consortia) of the six shortlisted proposals will each receive an honorarium payment of CNY 200,000 (tax included), while other design organizations (or consortia) will not get any compensation.

  (4)专家评审委员进行投票,从6个优胜方案中择优评选出排名前3的优胜方案,其设计单位(或联合体)进入中期成果编制环节,在规定时间内(约60天)完成中期成果编制并经技术审查通过后,另奖励3家优胜方案各人民币110万元(含税)。

  (4) The expert panel will determine the top three winning proposals among the six shortlisted ones by vote, after which the design organizations (or consortia) of the three winning proposals will proceed to the stage of interim deliverables preparation. After completing the interim deliverables within the specified time (about 60 days) and passing the technical evaluation, the three winners will each be rewarded with CNY 1.1 million (tax included).

  (5)专家评审委员进行投票,从3个优胜方案评选出第一名,获得第一名的设计单位(或联合体)获得竞赛成果整合优化权,该设计单位(或联合体)负责整合其余五个竞赛方案的特点,结合专家和主办单位意见继续深化成果,提交符合要求的整合优化成果后,可在成本补偿费及奖金的基础上,另获得方案整合优化费用约人民币690万元(含税)。

  (5) The expert panel will vote to select the first place among the three winning proposals. The design organization (or consortium) that wins the first place will obtain the right to integrate and optimize the competition deliverables. It shall integrate the features of the other five competition proposals, and further detail the deliverables in combination with the comments of the expert panel and the Organizer. After submitting qualified integrated and optimized deliverables, it will receive a design integration and optimization fee of about CNY 6.9 million (tax included) in addition to the honorarium payment and prize money.

  (6)费用支付方式

  (6) Payment

  参赛单位所获成本补偿费、优胜奖金以及方案整合优化费均以人民币支付,中国境内结算,以联合体形式参赛的将统一支付给联合体双方共同指定的唯一收款账户。境外单位若无法使用本单位账户收取人民币,可授权境内合法独立法人单位代收款项,由此所产生的费用由参赛单位自理;竞赛主办单位将与各获得费用的参赛单位签订费用支付协议并支付成本补偿费、优胜奖金及方案整合优化费。

  The honorarium payment, prize money and design integration and optimization fee for the entrants will be paid in CNY and settled in China. For each consortium, the payment will be made to the only bank account jointly designated by both parties of the consortium. Overseas entrants who are unable to use their own account to receive CNY payment may authorize an independent legal entity in China to collect the payment for them, and the expenses arising therefrom shall be borne by the entrants. The Organizer will sign a payment agreement with each entrant who has been awarded the honoraria payment, prize money or/and design integration and optimization fee.

  说明:本次竞赛活动的成本补偿费及奖金包含参赛机构在本次竞赛期间所发生的全部费用(包括但不限于设计费用、成果制作费用、设计调研费用、配合召开相关项目沟通会议所产生的差旅费用、设计版权费用、相关税费等),主办单位不再支付任何其他费用。

  Note: The honorarium payment and prize money cover all expenses incurred by the entrants during the Competition (including but not limited to design expenses, deliverables production expenses, design research expenses, travel expenses for attending relevant project communication meetings, design copyright expenses, relevant taxes, etc.). The Organizer will not pay any other fees.

  六、参赛资格条件要求

  VI. Eligibility

  (1)设计单位必须具有经合法注册并在有效期内的营业执照或开业证明;中国境内注册的设计单位必须具有独立法人资格;有以下关系的设计单位,不得同时参赛:法定代表人为同一个人的两个及两个以上法人;母公司、全资子公司及其控股公司;

  (1) The applicant must possess a legally registered business license or certificatewithin the validity period and, if it is registered in China, the qualification of independent enterprise legal person. Applicants with the following relations shall not participate in the Competition simultaneously: two or more legal persons sharing one same legal representative; parent company, wholly-owned subsidiary and its holding company;

  (2)本项目接受联合体形式报名,联合体成员不超过2家单位。联合体报名时须提交联合体协议,并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后,不得再以自己名义单独报名,也不得组成新的联合体或参与其他联合体的报名,否则报名无效;

  (2) Application in the form of consortium is acceptable, but each consortium shall have no more than two members. When signing up for the Competition, each consortium must submit a Consortium Agreement, which shall specify the consortium’s leading member. Any member of a consortium after signing the Consortium Agreement is not allowed to sign up for the Competition separately in its own name or in the form of a new consortium or participate in the application of another consortium. Otherwise, its application will be invalid;

  (3)国外或港澳台地区设计单位须在国际上有较高知名度,且必须与一家中国内地设计单位组成联合体;

  (3) Design organizations based in foreign countries or Hong Kong, Macao and Taiwan must enjoy an international reputation and must form a consortium with a design organization based in the mainland of China for participating in the Competition;

  (4)中国内地设计单位必须具备城乡规划编制甲级资质或者旅游规划甲级资质或者风景园林工程设计甲级资质;

  (4) Design organizations based in the mainland of China must hold Class A qualification for urban and rural planning, or tourism planning, or landscape architecture engineering design;

  (5)负责本项目主要设计工作的主创设计师需参与现场调研、重要节点的汇报会议等工作,如在竞赛过程中发现主创设计师与资格预审材料所提交的团队人员不符,主办方有权取消其竞赛资格。

  (5) The lead designer of each entrant responsible for the main design work of the Project shall personally participate in site visit, presentation meetings of important nodes, etc. The Organizer has the right to disqualify any entrant whose lead designer participating in the Competition is found inconsistent with the one shown in the name list of design team enclosed in the prequalification application package.

  七、竞赛日程安排

  VII. Timetable

  (1)2021年9月13日至2021年9月27日(北京时间,下同):发布公告,接受设计单位提交报名文件。

  (1) From September 13-27, 2021 (Beijing Time and the same below): Issue of the Announcement and submission of application documents.

  (2)2021年9月28日至2021年9月30日:对报名文件进行预审,确定正式参赛单位。

  (2) From September 28-30, 2021: prequalification and determination of formal entrants.

  (3)2021年10月:向参赛单位发布竞赛技术文件,并组织现场踏勘及答疑。

  (3) October 2021: issue of Competition Technical Document, site visit and Q&A.

  (4)2021年11月:各参赛单位提交竞赛初步成果。(30天)

  (4) November 2021: submission of preliminary deliverables by all entrants (30 days)

  (5)2021年11月:召开初步成果专家评审会。

  (5) November 2021: expert evaluation meeting for the preliminary deliverables.

  (6)2022年2月:前三名优胜方案的参赛单位提交竞赛中期成果(60天)

  (6) February 2022: submission of interim deliverables by the top three winners (60 days)

  (7)2022年3月:召开中期成果技术审查会和专家评审会。

  (7) March 2022: technical evaluation meeting and expert evaluation meeting for the interim deliverables.

  (8)2022年4月:公布竞赛结果。

  (8) April 2022: announcement of competition results.

  竞赛组织单位保留调整竞赛日程安排的权利。受疫情影响,竞赛组织单位将对具体会议时间节点、形式作适时调整,届时将以竞赛组织单位发布的通知为准。

  The Organizer reserves the right to adjust the competition schedule, including specific time milestones and form of meetings in response to possible epidemic control measures announced by the government. On that occasion, the notice issued by the Organizer shall prevail.

  八、竞赛方式

  VIII. Participation

  本次竞赛是国际竞赛,采用全球公开征集的方式,在中国招标投标公共服务平台、南方招标与采购交易平台、广州市增城区政府等网站媒体发布报名公告。

  The Competition is open to all design organizations around the world. The application announcement will be released on the website ofChina Tendering and Bidding Public Service Platform, Southern Bidding and Purchasing Trading Platform, and People’s Government of Zengcheng District, Guangzhou.

  九、竞赛报名及资格预审递交的要求

  IX. Application & Prequalification

  1.竞赛报名

  1. Application

  (1)有意参赛的单位必须于 2021年9月27日 17:00(北京时间)前将填好的《资格预审报名表》(详见格式文件***二,法定代表人签字并加盖公章)【电邮】到竞赛组织代理单位(邮箱:gdyzgj@163.com)。加盖公章的调查表提交扫描件(PDF或JPG格式);并另外提交一份可编辑文件(word 格式,不用加盖公章),以便统计和汇总;

  (1) Applicants must send the completed Prequalification Application Form (see Appendix II to the Format Documents for details, affixed with the legal representative’s signature and the corporate seal of the applicant) by [e-mail] to the Organizing Agent (e-mail:gdyzgj@163.com) by 17:00, September 27, 2021 (Beijing Time). Other documents include a scanned copy (PDF or JPG format) of the questionnaire affixed with the corporate seal of the applicant, and an editable document (word format without corporate seal) for statistics and summary.

  2.报名申请文件的递交

  2. Submission of prequalification application package

  有意参赛的单位必须在提交资格预审申请文件截止时间 2021年9月  27日17时(北京时间)前将所有参赛资格预审申请文件(***三)以纸质形式(含电子文档-U盘)【现场送达或邮寄】至竞赛组织代理单位(广东元正招标采购有限公司,地址:广州市越秀区先烈中路102号华盛大厦北塔2608室,邮政编码:510075,收件人:曾工,020-87258495-305。提交时间以竞赛组织代理单位接收到纸质资格预审申请文件时间为准,逾期抵达的参赛资格预审文件概不受理。

  Applicants must send the paper documents of the prequalification application package (Appendix III) (including a USB flash disk containing their soft copies) by [personal delivery or mail] to the Organizing Agent(Guangdong Yuanzheng Bidding & Purchase Co., Ltd., at Room 08, F26, North Tower, Huasheng Building, 102 Xianlie Zhong Lu, Yuexiu District, Guangzhou; postal code: 510075; Attn: Mr. Zeng, 020-87258495-305)by 17:00, September 27, 2021 (Beijing Time). The submission time shall be subject to the time when the Organizing Agent receives the paper documents of the prequalification application package. Overdue submissions will not be accepted.

  十、竞赛保证金

  X. Security Deposit

  为确保本次竞赛的圆满进行,正式被邀请参加的参赛机构确认参加时,应在技术文件发布前向竞赛组织代理单位交纳竞赛保证金人民币1万元。

  To ensure the success of the Competition, officially invited organizations intending to participate in the Competition shall pay a security deposit of CNY 10,000 to the Organizing Agent before the release of the Competition Technical Document.

  竞赛保证金将在方案提交结束(无需通过技术审查环节)后2周内原额退回付款账户(不计利息)。若未按规定报送竞赛成果的参赛机构,其保证金不予退还。

  The security deposit will be refunded in full to the payment account (without interest) within 2 weeks after the submission of design proposal (without the need of passing the technical evaluation). For entrants who fail to submit the deliverables as required, the security deposit will not be refunded.

  未按要求提交保证金的参赛机构将视为自动放弃参与竞赛的资格。

  Entrants who fail to pay the security deposit as required will be deemed to have automatically given up the qualification to participate in the Competition.

  十一、其他事项

  XI. Miscellaneous

  (1)本次竞赛工作中的所有文件及往来信函均使用中文或英文。

  (1) All documents and correspondence involved in the Competition shall be in Chinese or English.

  (2)本次竞赛工作本身及与本次相关的文件所适用的法律为中华人民共和国法律。

  (2)The laws applicable to the Competition and its related documents shall be the laws of the Peoples Republic of China.

  (3)本次竞赛设计方案属于概念设计,不涉及法定规划、土地征收等事宜,后续项目的实施建设需经法定程序审批后实施。

  (3) The requested design proposal shall be at conceptual design level, which does not involve legal planning, land acquisition and other matters. The subsequent construction of the Project shall be approved by legal procedures.

  (4)获奖的6家参赛单位的设计成果知识产权(不含“标准化设计产品”成果)属于主办单位,参赛者享有该设计成果的署名权。

  (4) The Organizer shall own the intellectual property rights to the design deliverables of the six winning entrants (excluding the deliverables of "standardized design products"), while the entrants shall possess the right of authorship to their design deliverables.

  (5)本公告内容若与竞赛技术文件不符,以竞赛技术文件为准。

  (5) In case of any discrepancy between the Announcement and the Competition Technical Document, the latter shall prevail.

  (6)在竞赛过程中,主办单位有权通过传播媒介、专业杂志、书刊或其它形式介绍及展示参赛作品。

  (6) During the Competition, the Organizer has the right to introduce and display the entries by means of media, professional magazines, books and periodicals, etc.

  (7)获奖的参赛单位不能任意使用其他未获奖参赛单位的成果,如需使用,需与对方达成一致意见。

  (7) The winners are not allowed to arbitrarily use the deliverables of unsuccessful entrants, unless a consensus is reached between both parties.
