SHENZHEN spent a total of 13.996 billion yuan (US$2.22 billion) on hosting the 2011 Universiade and the Games generated 1.217 billion yuan in revenue, local auditors said Thursday.
Among the sum, 4.49 billion yuan was spent on the Games operation, 7.52 billion yuan on the sports venues and 1.986 billion yuan on supporting projects, according to a report by the Shenzhen Municipal Audit Bureau released on the city government"s website Thursday.
The expenditure was raised through three channels. Some 11.065 billion yuan was funded by governments at city and district levels. A total of 1.217 billion yuan came from ticket sales, marketing and donations, and 1.714 billion yuan from enterprises, the report said.
Marketing contributed 1.129 billion yuan to the Games" total revenue, ticket sales 580 million yuan, donations 70 million yuan, and competition registration fees 23 million yuan, it said.
The audit covered the income and expenses of Universiade-related projects and items between January 2008 and September 2012.
The closing and opening ceremonies cost 337 million yuan and another 145 million yuan was spent on items related to volunteer services.
The expenses on sports venues included the construction of 20 new and 10 temporary venues, and the renovation of 31 existing venues.
Auditors also found 12.7 million yuan had been overused and retrieved 718,300 yuan.
Some irregularities such as unauthorized purchasing and purchasing without bidding were also found. Such irregularities involved 25.77 million yuan.
Some investments were wasted in venue construction due to flaws in the design. The Universiade Sports Center cost 20 million yuan more than the budget because of a change of design, according to auditors.
