MEDICAL service fees at community health centers will be capped at 10 yuan (US$1.54) and be covered by medical insurance from July 1, according to a plan for public hospital reform released yesterday.
Regular medical fees include registration, treatment, injection and drugs, Jiang Hanping, director of the city commission of health, population and family planning told a meeting on the reform.
The new policy would gradually be expanded to public hospitals and health authorities were now drawing up pricing plans and standards with relevant government departments, Jiang said.
The reform aimed to reduce medical costs and increase hospital incomes to cover losses after the 15-percent drug markup was canceled this year.
Other plans include government subsidies for drugs at hospitals. The city would also set new standards for doctors, aiming to increase hospital incomes.
Hospitals would also be ordered to control labor costs and operating expenses to reduce medical fees.
Meanwhile, more private hospitals would be encouraged to open, particularly hospitals offering special services.
The city would also control the number and scale of public hospitals. Developing private hospitals would be a priority. In 2015, there would be 12,500 beds and 11,330 licensed doctors in private hospitals in the city, accounting for more than 30 percent of the city"s medical resources.
