1. Shenzhen should fully support and help enterprises resume work and production with better mechanism, greater efforts, and higher quality services. On March 10, Chen Rugui, Mayor of Shenzhen presided over an enlarged meeting of the CPC Leadership Group of the Municipal Government. It was required during the meeting that Shenzhen should continue to focus on epidemic prevention and control on the one hand, and resuming work and production on the other, striving to minimize the impact of the epidemic, and pressing the citys economic and social development back onto a normal track at an early date so as to seize the twin victories in epidemic prevention and control as well as achieving economic and social development goals. 2. Shenzhen has further optimized the business environment by allowing new enterprises to be opened up at “zero cost”.It only takes new enterprises one day and “zero cost” to be registered as business entities. The “Additional 100 billion yuan of bond issuance” scheme is launched to help small and micro enterprises raise funds. "Online processing" and "fingertip processing" of business-related applications have been vigorously promoted. It is reported that the “task list for Shenzhen business environment: No.1 reform project” aims at being “first-class internationally and best domestically”, benchmarks with the World Bank evaluation system and domestic evaluation system, sticks to the development direction of market-orientation, rule of law, and internationalization, and comprehensively implements the government service model of "one internet portal for all, intelligent and swift approval in seconds and targeted services". 3. The city has provided full support to citizens’ mobility and logistics transportation with a 97% overall work resumption rate of the transportation and logistics industryAs of March 10, the overall work resumption rate of the citys transportation and logistics industry had reached 97%. To be more specific, the work resumption rates for public transportation, logistics companies, airport enterprises, ports and shipping as well as highway reached 95.6%, 100%, 96%, 97.8% and 100% respectively. All metro lines in Shenzhen have been back to operation.In order to safeguard the citizens mobility and logistics transportation, the city has adopted various measures such as launching special bus lines for work resumption to safeguard the citizens commuting to and from work. 4. Shenzhen spares no effort to ensure the ample supply and stable prices of “vegetable basket” (non-grain food supply) by adopting special measures during the special period. During the epidemic prevention and control period, the Municipal Market Supervision and Regulation Bureau has mobilized the association for leading agricultural enterprises and the retail business association to organize their member enterprises to beef up vegetable supplies, given proper subsidies to lorries carrying vegetables to Shenzhen, and encouraged vegetable stalls to timely resume operation. These measures have swiftly increased the supply of all kinds of edible agricultural products, met the citizens’ needs in a timely manner, and effectively ensured the overall stability of the non-grain food supply in the city. 5. The online service model featuring “zero meeting” has been achieved for the first time in the application of professional titles in Shenzhen. Applicants for professional titles only need to submit relevant information online and don’t have to leave the house. Upon being approved online by the human resource of the employer, the information can then be sent to relevant government authorities for processing. Online application, processing and approval have contributed to the transformation from "face-to-face" to "key-to-key" services, without any commuting. 6. The Third People’s Hospital of Shenzhen has pulled strengths to speed up scientific research in the fight against the epidemic, and has seen over 90% of the COVID-19 patients being discharged from hospital. During the epidemic prevention and control period, the Third People’s Hospital of Shenzhen, as the National Center for Clinical Research on Infectious Diseases, has concentrated its strengths to speed up scientific research, and combining the research and development of drugs and medical equipment with clinical treatment.
