关于机场控制区通行证申领人员背景调查的事宜的通知

上海市人民政府外事办公室向各国驻上海领事机构致意,并谨就机场控制区通行证申领人员背景调查有关事宜通知如下:
根据上海机场当局的规定,为进一步严格机场安全管理措施,自2008年4月1日起,本市各有关单位对所有申领上海国际机场控制区通行证的人员必须实施进行背景调查。为方便领馆公务活动,申办下述三类证件的领馆人员的背景调查手续具体如下:
一、领馆官员申办机场长期通行证或外交邮袋接送证。领馆除提交《上海机场控制区通行证申请表》外,另需填写《申办上海机场控制区通行证人员背景调查表》(以下简称《调查表》)并加盖馆印。
二、领馆官员申办机场临时通行证。领馆官员申办时暂不必提交《调查表》,但必须提交本人《领事官证》或《公务人员证》原件。凭临时通行证进入机场控制区时应同时出示《领事官证》或《公务人员证》以表明身份。机场当局原则上不受理无身份证件或持已过期身份证件领馆人员的办证申请。
三、领馆中方雇员申办机场临时通行证。领馆可通过上海市外国机构服务处(以下简称服务处)办理背景调查手续。即事先将申办临时通行证的中方雇员名单通知上海市外国机构服务处(以下简称服务处),再由申办人持服务处开具的相关介绍信前往其户籍所在地或常住地公安机关办理《调查表》。
《调查表》有效期六个月。请妥善保存《调查表》复印件,六个月内再次申办临时通行证不必重复办理背景调查手续,仅须在办证同时,提供个人身份证原件和《调查表》复印件。

The Foreign Affairs Office of the Shanghai Municipal People’s Government presents its complements to the foreign consular posts in Shanghai and has the honor to inform the latter of the matters concerning the background investigation of the applicants for the airport control area passes as follows:
In accordance with the regulations of the Shanghai airport authorities, as from April l, 2008, the departments concerned in Shanghai, for further enforcing strict administrative measures for airport security, must carry out the background investigation of all the applicants for the passes for access to the control areas in the Shanghai International Airports. For facilitating the performance of official duties by the consular posts, the specific background investigation formalities for members of the consular posts for the application of following three categories of passes are enumerated as follows:
1. Application of Officers of Consular posts for Long-term Airport Passes or Diplomatic Bag Receiving/Sending Permits. Aside from submitting the Application Form for Shanghai Airport Control Area Pass , the consular post is required to fill in the Background Investigation Form of Applicant for Shanghai Airport Control Area Pass (hereinafter referred to as the Investigation Form), and affix its consular seal to the Investigation Form.
2. Application of Officers of Consular Posts for Temporary Airport Passes. When making application, the officer of the consular post, for the time being, need not to submit the Investigation Form but is required to submit his (her) own original Consular Officer Identity Card or Government Functionary Identity Card. On entering the airport control area with the temporary pass, he (she) should simultaneously produce his (her) Consular Officer Identity Card or Service Identity Card to prove his (her) identity. The airport authorities in principle don’t accept the application for the pass made by the member of a consular post who possesses no identification certificate or holds an identity card already overdue.
3. Application of Chinese Employees of Consular Posts for Temporary Airport Passes. The consular post can handle the background investigation formalities through the Shanghai Foreign Agency Service Department (hereinafter referred to as the Service Department). In other words, the consular post can inform the Service Department in advance of the list of Chinese employees applying for temporary passes; and then the applicant concerned, with the relevant letter of introduction provided by the Service Department, can go to the public security office in the locality of his (her) registered residence or the public security office in the locality of his/her usual residence for filling in the Investigation Form.
The Investigation Form is valid for six months. The photocopy of it is requested to be properly kept. Applying for a temporary pass again within six months, the person concerned need not to repeat the background investigation formalities, and is only required to provide his (her) original personal identity card and the photocopy of his (her) Investigation Form while making application.
The Foreign Affairs Office of the Shanghai Municipal People’s Government avails itself of this opportunity to renew to the foreign consular posts in Shanghai the assurances of its high consideration.
